        Hankinnan tavoitteena on saada valtion omistuksessa oleva tievalaistus toimimaan luotettavasti valtakunnallisesti yhtaikaisella, mutta ohjausalueittain hajautetulla ohjauksella. Lisäksi tavoitteena on saada luotettava ja laaja informaatio tievalaistuksen ohjauksen tilasta.

        Tievalaistuksen osalta hankittava palvelu kattaa noin 250 000 valaisinta.

        Palveluun sisältyy keskuskohtainen, etähallittava ohjauspalvelu, jossa on mahdollisuus valaisinkohtaiseen ohjaukseen.

        Hankittava ohjauspalvelu on jaettu kahteen (2) eri tasoon: A (keskuskohtainen ohjaus) ja B (valaisinkohtainen ohjaus).

        Hankinnan valmistelu on tehty Liikenneviraston ja ELY-keskusten toimesta. Hankinta kilpailutettiin valtakunnallisesti, mutta sopimukset jakautuivat tehtäväksi yksittäisten ELY-keskusten kanssa erillisinä sopimuksina. Sopimuksia tehtiin yhteensä 9 ELY-keskuksen kanssa. Hankintayksikköinä toimivat neljä (4) erikseen nimettyä ELY-keskusta, joiden kunkin alue käsittää useampia ELY-keskuksia.
