Tarjouspyynnön arvioidut hankintamäärät olivat arvioita ja perustuivat edellisten vuosien tilastoihin, eivätkä ne sitoneet tilaajaa. Ennakoitujen määrien ilmoittamisen tavoitteena oli saada tarjousten hinnat laskentateknisesti vertailukelpoisiksi.
