         Hankinnan kohteena on testien ja ajojen mahdol-listamat käyttöoikeudet IBM:n Watson ohjelmistoihin sekä asiantuntijatuki Oy IBM Finland Ab:ltä Watson teknologian käyttöön Tekes-hankkeen ”Value from health data with cognitive computing” (11.11.2016) hankesuunnitelman toteuttamiseksi. Markkinaselvitysten perustella muut toimijat eivät kykene tarjoamaan hankkeen tarkoituksen mukaista kokonaisuutta, jolla hankkeen aikataulun (6 kk) puitteissa voitaisiin selvittää kokonaisvaltaisesti kognitiivisen tietojenkäsittelyn soveltuvuutta sote-kentälle. Kilpailijoiden ratkaisut soveltuvat vain hankkeen yksittäisten osien toteutukseen, ja vastaavan kokonaisvaltaisen ratkaisun rakentaminen veisi 1-2 vuotta, jolloin toiminta keskittyisi tutkimuksen sijaan teknologian kehittämiseen. Tämä ei sovellu hankkeen aikatauluun ja tarkoitukseen. Tarvittava asiantuntija-tuki IBM-Watsoniin on saatavissa ainoastaan IBM:n sisältä, sillä ne linkittyvät tiiviisti Watson –teknologiaan ja pääsyyn järjestelmään.
