         Hankinnalla perustetaan koko Suomen maantieverkoston kattava dynaaminen hankintajärjestelmä, johon voi hakeutua jättämällä osallistumishakemuksen hankintailmoituksen mukaisesti. Dynaamiseen hankintajärjestelmään hyväksyttyjen tarjoajien kesken kilpailutetaan päällyste- ja rakenteenparantamisurakoita.

         Hankinnan kohteena oleviin päällyste- ja rakenteenparantamisurakoihin kuuluu niiden toteuttaminen kokonaisvastuulla tilaajan suunnitelmien perusteella sisältäen kaikki niiden toteuttamiseksi tarvittavat työt niihin kuuluvine valmistelu- ja viimeistelytöineen sekä aine- ja tarvikehankintoineen. Laadunvarmistamisen muotona on laatuvastuurakentaminen.
