         Hankinnan tavoitteena on hankkia laadukasta palvelua, jonka avulla toteutetaan Porvoon kaupungin elinkeinopoliittisia tavoitteita.

         Hankittavien palvelujen sisältö jakautuu kolmeen (3) osa-alueeseen:

         – yritysneuvonta,

         – aluekehitystä tukevat hankepalvelut,

         – ympäristöliiketoiminnan kehittämispalvelut.

         Tarjoajan on tarjottava palvelua kaikille osa-alueille. Palveluhankinnan tarkoituksena on tarjota seudun elinvoimaa, yritystoimintaa ja ympäristöliiketoimintaa tukevaa neuvonta- ja konsultointipalvelua yhden luukun periaatteella matalalla kynnyksellä. Palvelun asiakkaita ovat Porvoon seudun yritykset ja yrittäjiksi aikovat henkilöt. Palvelu on asiakkaille maksuton. Porvoo on kaksikielinen kunta, joten palvelua on tarjottava sekä suomen että ruotsin kielellä.

         Porvoon kaupunki on budjetoinut hankinnassa käytettäväksi kalenterivuosille 2018 ja 2019 yhteensä 1,2 miljoonaa EUR. Sopimuksen kesto on 1,5 vuotta. Sopimukseen liittyy optio 1,5 vuotta, jonka käyttö on tilaajan päätettävissä. Kyseessä on kiinteähintainen kilpailutus, jossa palvelun hinta on ennalta määrätty. Tilaaja toivoo innovatiivisia ehdotuksia ja näkemyksiä, joilla tuotetaan parasta mahdollista palvelua seudun yrityksille ja alueen kehittämistyölle. Tarjoajilla on laaja vapaus ehdottaa erilaisia toimenpiteitä ja palveluja, joilla tarjouspyynnössä esitetyt hankinnan ja tilattavien palveluiden tavoitteet saavutetaan mahdollisimman hyvin.
